What changed in Germany in 2026

Restaurant food moved from 19% to 7% on 1 January 2026, with no end date. Drinks served with it stay at 19%.

How Germany compares

19% is 2.9 points below the EU average of 21.9%. 23 of the 27 member states charge more.

Worked example

A product priced at €100.00 before VAT sells for €119.00 at the standard 19%: the VAT is €19.00.

Going the other way, a shelf price of €100.00 with VAT included is €84.03 net. Dividing by 1.19 gets you there; taking 19% off the gross does not, and is the most common mistake people make with VAT.

At the lowest reduced rate, 7%, the same €100.00 net becomes €107.00.

Selling to customers in another EU country

Once your sales to consumers in other EU countries pass €10,000 in a year — all of them together, not per country — you charge each customer the VAT rate of the country they live in, not your own. You do not register in every country for that: the One-Stop Shop (OSS) lets you declare and pay all of it through one return in your home country.

Sales to VAT-registered businesses are different. With a valid VAT number from the buyer, the invoice usually carries no VAT and the buyer accounts for it under the reverse charge. Check the number in the EU's VIES service before you rely on it.

Charging Germany VAT in WooCommerce

Under WooCommerce → Settings → Tax → Standard rates, add a row with the country code DE, a rate of 19, and leave the state and postcode empty. Each reduced rate goes in its own tax class (Reduced rate, or one you add), with a DE row of its own, and products that qualify are assigned to that class.

If one product you sell is really two things taxed at different rates — a meal deal with food and drink in it, a gift box with a book — a single tax class cannot be right for it. SplitVAT divides that product's price across the tax classes you already have, so the order shows each part at its own rate. It is our plugin, and you only need it if your products are like that.

Where these rates come from

Rates checked on 30 October 2026 against the published rate data and each country's 2026 changes. Rates move — ten member states changed a reduced rate in 2026 alone — so confirm the rate for your product with the tax authority before you file. The EU's official database, filled in by the member states themselves, is Taxes in Europe (TEDB).
